One of the most visible signs of how President Donald Trump is trying to reshape the federal government is his call for federal employees to return to the office full-time. On his first day, Trump signed an executive order that called for an end to remote work and later that week, agencies were instructed to end their telework policies.

President Trump says federal workers must show up to work in person before the end of next week or they’ll be fired, signaling a hard stop to pandemic-era telework policies under President Biden.

The Trump administration has said that just 6% of federal employees now work in person. But according to an August report from the Office of Management and Budget, among federal workers eligible for telework — and excluding those who are fully remote — roughly 61% of work hours are now in person.

The White House’s plan to offer “deferred resignations” that pay departing federal employees their salary through Sept. 30 will likely run afoul of rules governing buyout payments.
