It is difficult to compare that to how those same areas voted four years ago, because the city redrew ward maps and changed voting precinct ... who allegedly shot and killed two workers at Navy Pier ...

Construction is finally underway at Bob Hall Pier and while it may not be an overnight project, the foundation is being built.
