A federal judge has ordered New York City to draft plans to hand over management of its Rikers Island jail complex to a third-party receiver after holding

A Manhattan federal judge on Wednesday said she is “inclined” to appoint a federal receiver to oversee the use of force and safety on Rikers Island — moving the jail complex the closest it has ever been to federal control.

The finding was a landmark in a court case that has stretched out over more than a decade. Plans for a receivership of New York City’s jails will be heard on Jan. 14.
