A Lovington, New Mexico man was arrested this week after a lengthy investigation linked him to the August 2024 murder of a 26-year-old man in Hobbs. According to the Hobbs Police Department, on August 5,

On Monday, officers found Herrera near the 2000 block of E. Clinton St. in Hobbs where he was placed under arrest.

The technical-sounding directive had enormous immediate impact before it was blocked by a federal judge, potentially pulling trillions of dollars from police departments, domestic violence shelters, nutrition services and disaster relief programs that rely on federal grants.

According to the department, Astorga has a long criminal history including violating his probation multiple times, theft charges and battery charges.
